He made several claims in his testimony, specifically that Trump knew about collusion with Wikileaks regarding the release of DNC emails, that Trump ordered hush payments to Stormy Daniels to be carried out by Cohen, and that Cohen was personally working on real estate deals in Russia while Trump and his team were publicly stating they had no ongoing business in Russia at the time of the campaign. He also provided documents to support some of the claims in his testimony.  As he described them in his testimony:
  • A copy of a check Mr. Trump wrote from his personal bank account -- after he became president - to reimburse me for the hush money payments I made to cover up his affair with an adult film star and prevent damage to his campaign;
  • Copies of financial statements for 2011 -- 2013 that he gave to such institutions as Deutsche Bank;
  • A copy of an article with Mr. Trump's handwriting on it that reported on the auction of a portrait of himself -- he arranged for the bidder ahead of time and then reimbursed the bidder from the account of his non-profit charitable foundation, with the picture now hanging in one of his country clubs; and
  • Copies of letters I wrote at Mr. Trump's direction that threatened his high school, colleges, and the College Board not to release his grades or SAT scores.

The Federal Records Act and the Federal Information Security Management Act require all government documents and records (including emails) be properly secured and also captured and recorded according to certain procedures.  Clinton's email servers were not properly documenting and securing her government emails. Clinton turned over 30,000 emails to the State Department, some of which had security restrictions:

110 e-mails in 52 e-mail chains have been determined by the owning agency to contain classified information at the time they were sent or received. Eight of those chains contained information that was Top Secret at the time they were sent; 36 chains contained Secret information at the time; and eight contained Confidential information, which is the lowest level of classification. Separate from those, about 2,000 additional e-mails were “up-classified” to make them Confidential; the information in those had not been classified at the time the e-mails were sent.

F.B.I. Director James Comey noted after concluding the investigation that "although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information."  However, the F.B.I. did not recommend any legal charges against Clinton. On that trip, in February 2013, Mr Obama visited Palm Beach, Florida — the city where Mar-a-Lago is — after a short stop in his home city. That trip cost a total of $3.6 million, according to a report from the US Government Accountability Office." However, it isn't totally accurate to assume all trips of the same length are a similar cost:

"For example, a president could take two identical weekend trips to Palm Beach, both trips requiring a C-130 Hercules transport aircraft. But one trip could cost a good deal more than the other depending on where the C-130 has to fly in from. Military logistics could mean that one week it comes from Delaware, the next from Texas.

Or, if the president’s event schedule for one of the Palm Beach weekends requires a helicopter, an additional or bigger plane might be necessary to transport the helicopter."

Trump has so far played golf and visited golf courses more often than other recent presidents, doing so 41 times over the first 191 days of his presidency.  Assuming no difference in cost per trip, this still adds additional cost through an increase in total trips.  The latest proposed federal government spending bill includes an extra $58 million for more secret service coverage. This additional local travel is also an additional burden on local law enforcement.

Bedminster NJ, a location of a Trump golf course, estimates having to spend "$12,000 per day on his visits, and up to $300,000 over the course of the summer."

"The New York Police Department has said it spends up to $146,000 a day to protect first lady Melania Trump and their son, Barron, living at Trump Tower."

To cover security at Trump's Mar-a-lago Resort while he visits, "Palm Beach County, Florida, spends more than $60,000 a day when the president visits, mostly for law enforcement overtime."

The latest proposed spending bill also adds $61 million to reimburse local law enforcement for additional security.
