On November 11, 2017 the remaining 11 countries announced preliminary plans to move forward with an agreement without the United States.  The details of the revised plan have not been confirmed or made public, and "the revisions required for the 11 remaining TPP countries to continue talks required a difficult balance between high standards and pragmatism, said Japanese Economy Minister Toshimitsu Motegi." "For years, China pretty clearly manipulated its currency to gain an advantage over global competitors. It bought foreign currencies, the U.S. dollar in particular, to push them higher against the yuan. As it did, it accumulated vast foreign currency reserves — nearly $4 trillion worth by mid-2014." If China reduces the value of the Yuan compared to the U.S. dollar, it will mean that local Chinese companies will receive more Yuan for items exported.  For example, if a Chinese corporation exports an item to the U.S. and usually sells it for $10 with an exchange rate of 7 Yuan per U.S. dollar, it will receive 70 Yuan (not accounting for any tariffs or other fees; this is just to simplify the explanation).  If the value of the Yuan decreases and the exchange rate changes to 10 Yuan per U.S. dollar, that corporation will now receive 100 Yuan.  This could allow Chinese corporations to either directly make more money off the same item at the same price, reduce the foreign price to beat competitors, or something in between. This will also make foreign investment more expensive- a $100,000 house in the U.S. that formerly cost 700,000 Yuan will now cost 1,000,000 Yuan. The "One-China" policy does not recognize any formal separate government in Taiwan.  China does not recognize Taiwan as an official country, and in 1979, the United States formally cut ties with Taiwan.  Since then no President has communicated with leaders of Taiwan until Trump's phone call. Trump said in a Fox News interview that he doesn't feel "bound by a one-China policy unless we make a deal with China having to do with other things, including trade." On February 10 2017 Trump suddenly issued a statement honoring China's One China policy. At the time Trump was waiting for approval for a Trademark in China, which was finally approved on February 14 after years of failed attempts.  While negotiations had begun many years prior, the timing is suspect: this particular trademark was conditionally approved on November 13, less than a week after winning the Presidential election, and a three month period that allows anyone to object ended February 14.  Trump's support of the One China policy came days before the end of the objection period. Trump (and related brands including Ivanka) have dozens of approved and pending trademark registrations in China.

The TPP covers 40% of global GDP, more than 10% of world trade, and includes 12 countries around the Pacific rim (both in Asia and the Americas).  One of President Obama's signature trade deals, the agreement eases trade regulations and limits tariffs between all member countries.  It notably excludes China and India and includes the United States, leaving the U.S. in the driver's seat of trade in this region (simply from the volume of goods consumed and produced). Because Trump has blocked adoption of this agreement, Pacific Rim countries will likely proceed with the Regional Comprehensive Economic Partnership (RCEP) agreement, which is nearly identical to the TPP except that it excludes the United States and includes China.  If the RCEP prevails, U.S. producers will find it more difficult to export goods and will sell less (because of higher export tariffs), while U.S. consumers will have to pay more for the products produced in these regions (because of higher import tariffs).
